For me beach cover-ups are used consistently in two instances. One when it is chilly at the beach. This usually only happens to me in Canada when we are at the beach early in the season or if it is a windy day. When it is cold on the beach, whether because of the wind or just from getting out of the lake a chic swim cover up allows me to stay on the beach without shivering. The other instance is when I am on an all inclusive vacation. Often there are rules around eating in your bathing suit and the only place you can get away with out covering up is the beach bars. If you are looking to go into a restaurant or the buffet it is appropriate to cover up. Personally I put on a chic beach cover up even at the beach bar because no one really wants a side of drippy bathing suit with their lunch.
